An alumna of the California State University and Stephen F. Austin State University for his bachelor’s and master’s degrees, Dr. Liggins has also pursued a Ph.D. in K-16 educational leadership and policy from the University of Texas. He currently serves as the superintendent of Fayette County Public Schools (FCPS).
The Beginning of Demetrus’ Professional Journey
Dr. Liggins embarked on his professional journey in education to make a difference in young people’s lives. Inspired by the educators who had impacted him as a student, he chose to pursue a career in education. He began as a classroom teacher and quickly realized the significance of understanding each student’s unique needs and educators’ crucial role in shaping their futures.
Driven by a passion for making a broader impact on education, Dr. Liggins transitioned into administrative roles, beginning as an elementary assistant principal and later advancing to an elementary school principal, middle school principal, and eventually a high school principal. His success as a principal opened a door for him to serve as an area superintendent in Grand Prairie Independent School District (ISD), an urban district outside of Dallas, Texas. After Grand Prairie ISD, Dr. Demetrus became the superintendent of Greenville ISD. He later joined the FCPS as superintendent.

Dr. Liggins decided to join FCPS as the superintendent after recognizing a strong alignment between his skills, experiences, and the mission and vision of the district. Throughout his career, Dr. Liggins has been dedicated to improving student outcomes, focusing on narrowing achievement gaps between student groups. “When the opportunity arose to lead FCPS, I saw it as a chance to bring my experience and passion to a district that was ready to take bold steps toward even greater success,” mentions Dr. Liggins.

Dr. Liggins believes that one of the most critical areas requiring reform within the current education system is the high-stakes testing and accountability frameworks that predominantly measure student success through standardized exams. “While most educators and leaders are fully committed to being held accountable for student outcomes, the current testing systems fail to capture the full breadth of what schools accomplish”, Liggins said. These tests often reduce education to a narrow focus on a student’s ability in only certain areas, overlooking the comprehensive work done within the school districts to support the whole child.

At FCPS, promoting equity and inclusion is at the heart of its mission and strategic plan. Dr. Liggins is leading several initiatives to ensure that every student has many opportunities to succeed, regardless of their background or circumstances.
“I believe that true equity means meeting students where they are and providing tailored resources, guidance, and opportunities to help them thrive. As superintendent it is my responsibility to ensure every educator in our district is equipped with the tools to meet the diverse needs of our students.” explains Liggins.

Whether it’s honoring cultural heritage months, spotlighting the traditions and histories of different groups, or promoting student-led initiatives that showcase their identities, we continually create opportunities for teachers and staff to participate in these celebrations. By embracing diversity as a source of strength, we create a community where students feel seen and valued, and where staff members are not only culturally competent but are also champions of inclusivity.” Liggins said.
